Unlocking Climate Adaptation at COP31

Abstract :
International audience

Adaptation to climate change consists in anticipating and responding to climate risks to reduce harm and seize opportunities. Negotiations to coordinate adaptation have made significant progress since COP21 established the global goal on adaptation in 2015. COP28 defined seven thematic targets (including water, food and health) while, last year, COP30 adopted 59 indicators to track progress. 2 Yet, investment lags, making financing a priority for COP31. Adaptation also cuts across many of the Turkish COP31 Presidency's ten priorities, including resilient energy systems, agriculture, cities and human health. Although the June 2026 talks on the Global Goal on Adaptation did not produce an agreed text, they helped define the agenda for COP31. Outstanding questions include how to organise the technical body tasked with refining the COP30 indicators and how the goal relates to the COP30 commitment to triple adaptation finance by 2035.
