The emergence of smart cities, driven by AI and the IoT, challenges traditional civil liability frameworks. The complexity of multi-stakeholder environments, the autonomy of intelligent systems, and mass data collection necessitate new legal approaches. Recent European initiatives seek to modernize liability regimes, ensuring a balance between technological innovation, accountability, and the protection of fundamental rights.
